Five key tax policy issues in 2010 are as follows:
1. Making Tax Policy: A New Approach
The government published ‘Making Tax Policy: A New Approach’ with the Emergency Budget on 22 June 2010.
This document set out the ‘more considered approach’ that the new coalition government would take to the making of tax policy. It was followed on 29 November by the Corporate Tax Roadmap which set out the objectives for the CT system.
November also saw the last ever Pre-Budget Report. As part of the reforms the coalition has pledged to replace the Pre-Budget Report with an Autumn Statement focusing just on the economic numbers rather than tax policy.
Tax changes will now tend to be announced for consultation in one Budget legislation produced by the calendar year end...
