Speaking at Imperial College London’s White City campus on Monday 9 November, Osborne said he would ‘deliver economic security, enhance national security and extend opportunity’ for all. ‘This Spending Review will deliver a new type of economy – moving from a low wage, high welfare, high tax one to a higher wage, lower welfare, lower tax one,’ he said. ‘We will set out a plan to spend around £4trn over the parliament … between 2010 and 2015, we spent £3.6trn.’ Osborne added that he would also ‘return to our plan on tax credits’ during the Autumn Statement. The plan was controversially defeated in the House of Lords last month.
