My heart sinks when I see the word 'simplification' in an HMRC press release or a Budget speech. Sadly it has become a popular word with spin-doctors who want to convince us that a complex new piece of legislation is 'A Good Thing'.
 
Maybe true simplification is not actually achievable? For instance CGT indexation allowance was abolished for individuals in 1998. However it is still necessary to operate the indexation rules for assets held prior to 6 April 1998 and the rules continue to apply to companies. In addition the allowance has been replaced by taper relief for individuals...
