Budget 2011: duties

Alan Powell reviews the Budget 2011 Tax Proposals

By now the main attention-grabbing announcement by the Chancellor – the fuel duty cut – will have been discussed to death. Well almost as I will further disturb the corpse. First of all however I was interested to note that the government intends to abolish duty exemptions for Angostura bitters and black beer two alcohol products which have long been curiosities in the excise duty world. All other alcohol duty rates have gone up but I was not alone in being unclear of what the Chancellor meant about alcohol duty increases during his Budget day speech – the industry was similarly unimpressed by the lack of clarity. Of the other ‘harmonised’ excise products tobacco duty was increased as expected (and the cigarettes duty charge method revised).
