The introduction of a carbon price floor from 2013 poses some interesting questions. In an attempt to support investment in low-carbon electricity generation supplies of fossil fuels used in most forms of electricity generation will be taxed at a ‘carbon price support rate’ which will be determined by the average carbon content of each fossil fuel. As with many of the other environmental proposals by the government (eg on climate change levy exemptions climate change agreements and capital allowances on renewables equipment) much of the detail has been deferred until forthcoming consultations which are expected in the coming months but this is clearly seen as a long-term measure to encourage low-carbon generation.
