Following the publication of Tax Policy Making: A New Approach back in 2010 Budgets were meant to be a whole lot less interesting. In theory the Budget is dominated by the contents of the subsequent Finance Bill and this is now expected to be published on ‘L-Day’ in the preceding December. Hence much of what the Chancellor has to say should be ‘old news’ by the time he stands up at the despatch box in a crowded House of Commons.
