Much of this Budget had been foreshadowed in PBR or other announcements or otherwise been the subject of extensive consultations so inevitably it was the 50% top personal income tax rate that took centre stage and attracted much of the post-Budget commentary.
 
That is probably exactly what was intended — more about the political message and setting the scene for the next election than doing something to restore the economic balance.
