Back in the spring some things seemed obvious: few people were betting on a British winner at Wimbledon; even fewer were expecting a hot British summer; everyone agreed that swine flu would probably sweep the world. But there was a startling lack of consensus on the likely success of the transition to the new appeals and Tribunals rules. Some seemed very worried that not all the details had been filled in. Others felt that with many things in the hands of the same individuals that have been running a very effective tax tribunals service for many years any problems in transition would be resolved in a plain commonsense way.
