It is now two years since Rishi Sunak delivered his first Budget as chancellor of the exchequer. It was a daunting prospect having only entered the Cabinet the previous July and only becoming chancellor six weeks earlier on the resignation of Sajid Javid. He also delivered his first Budget as the implications of covid-19 were just becoming apparent. The Budget may have been on 11 March but the big fiscal events of 2020 were to follow in subsequent weeks.
It was the content of those announcements – and in particular the jobs retention scheme – that established Sunak as the country’s most popular politician. It was in the time constraints available well-designed well-implemented and well-presented – with calm authority – by Sunak.
