The powers that HMRC inherited from the former Inland Revenue and Customer and Excise were very different with some badly out of date. The forming of a new department seemed the perfect opportunity to start afresh and design a new modern framework. It was also a time to review and to change some of HMRC's working practices thus developing a better relationship with both taxpayers and their agents. The aim was to develop a department that looked and felt very different from its predecessors.
