It would appear that the Chancellor's theme this year is anti-avoidance which is hardly a surprise given the advent of the disclosure regulations for 'tax avoidance schemes'. It also appears likely (and is explicitly stated in some of the Budget press releases) that most of the measures proposed are to close down tax planning ideas that have been disclosed under the regulations and that the Revenue finds offensive.
