The Customs (Contravention of a Relevant Rule) (Amendment) Regulations, SI 2015/636, come into force on 2 April 2015 to update the range of contraventions of customs law to which civil penalties apply, and introduce a new customs civil penalty for travellers entering the UK from outside the EU who have failed to declare goods in excess of their allowance.

HMRC is also consulting until 5 June 2015 on proposals to introduce a wholly digital system of customs declarations for non-EU freight, removing the option for manual paper declarations, in order to comply with changes to EU law from May 2016. See www.bit.ly/1F38Pj2.
