Economics focus: Osborne produces a different kind of rabbit

It is a rule of Budgets Autumn Statements and even Spending Reviews that there are always surprises. Chancellors always manage to pull something out of the hat the fabled rabbit. George Osborne duly surprised with his Autumn Statement and Spending Review on 25 November. And as with all surprises they came in areas that few had expected. The chancellor managed to find some rabbits even when the field had seemed empty.
