All Chancellors use tax reliefs to change taxpayers' behaviour. Some tax reliefs seem to have been an emphatic success. Others have been unedifying failures.

Equally unedifying — because the policy benefits they seek to achieve are tainted by the real politik of winning the hearts and votes of the electorate on 6 May — are the promises contained in the manifestos of the three main political parties. Yes exempting the first £10 000 of earnings from tax seems to be socially desirable. Yes there is a case for cancelling the proposed NIC increase. There may even be a case for restricting the amount of tax relief on some pension contributions.

Against the background clamour of politicians on the hustings an important point is being overlooked. The population of the UK urgently needs to identify the social 'goods' that we are...
