EU Council reiterates concerns over UN framework

The EU Council has expressed concerns over the latest draft terms of reference for a UN framework convention on international tax cooperation. 

In a position paper dated 5 July, the EU Council says the revised draft fails to take into account its previous concerns over the draft’s intention to have early protocols developed simultaneously with the framework convention.

The paper states: ‘We reiterate that no early protocol should be discussed until the negotiations on the Framework Convention are concluded. Once they are, only a limited number of early protocols could be developed, within a reasonable timeframe.’

UN member states will discuss and negotiate the terms of reference based on the new draft at the second ad hoc committee meeting from 29 July to 16 August at the UN headquarters in New York.
