The EU Parliament’s committee on economic and monetary affairs has issued its draft report on the Commission’s proposals for amendments to the fourth anti-money laundering directive, as part of its action plan against terrorist financing, which the member states have committed to implementing by the end of 2016. The proposed measures include: full public access to beneficial ownership registers and interconnection of these registers; due diligence controls on virtual currencies and pre-paid cards; and extended powers for financial intelligence units.

The report sets out a number of amendments to the Commission’s original proposal, published on 5 July 2016. The text will now go forward for agreement by the Council. See here.
