The Treasury has published a final version of the Charter for Budget Responsibility. The Charter sets out a new fiscal framework as announced at Autumn Budget 2024 with further detail provided in the policy document A strong fiscal framework.
The Charter says the following about Budgets and Finance Bills: ‘The Budget Report will announce tax policies for the following year and confirm the path for public spending for the forecast period. The government will consult where possible on draft clauses for the Finance Bill at least three months in advance of the introduction of the bill.’
