The House of Commons began the Report Stage of the Finance Bill at 3.45pm on Tuesday 1 July. It began by considering a number of new clauses. The Government had submitted New Clause 11 to increase the personal allowance New Clause 12 to reduce the basic rate limit and an amendment to provide for a 'starting rate limit' of £2 150. The Conservative Front Bench had submitted New Clause 4 calling for the changes to the lower rate to cease to have effect in January 2009 unless the Commons had approved a statement from the Chancellor setting out measures to mitigate the effect of the changes on those who would have to pay...
