Alan Dolton Editor of Tolley's Tax Cases summarises the Second Reading debate on the Finance Bill
 
The House of Commons began considering the Finance Bill on Monday 23 April. The Chief Secretary to the Treasury (Stephen Timms) proposed the second reading of the Bill. Conservative spokeswoman Theresa Villiers (Chipping Barnet) asked:
 
'The Chief Secretary appears to think that everything in the economy is rosy. Is he concerned that inflation has hit a 16-year high?'
 
Mr Timms responded:
