The House of Commons began considering the Finance Bill as amended in Standing Committee on Tuesday 4 July. Conservative spokeswoman Theresa Villiers (Chipping Barnet) proposed a new clause to provide that Schedule 20 (IHT: trusts) 'shall not operate so as to discourage impede or prevent' the use of trusts 'arising from relationship breakdown' and trusts for the disabled. After debate Mrs Villiers' proposed clause was defeated by 277 votes to 223.
