The House of Commons considered the Finance Bill on Monday 24 April in a Second Reading Debate lasting for slightly more than six hours. The Bill was proposed by the Chief Secretary to the Treasury (Des Browne) who briefly outlined some of the Bill's main provisions. Conservative spokesman Theresa Villiers (Chipping Barnet) proposed an Opposition amendment. On VAT she commented:
 
'We welcome too the attempt in clause 19 to crack down on MTIC — missing trader intra-community — fraud but we are concerned that the Bill does not include an implementation date....
