The House of Commons began considering the new Finance Bill on Tuesday 7 June. This is of course the third Finance Bill to be published in 2005 the first two having preceded the May general election.
 
The Paymaster-General (Dawn Primarolo) introduced the Bill and stated that:
 
'… for a tax system to be effective everyone must pay their fair share of taxes and receive the reliefs to which they are entitled. We are fully committed to combating all forms of tax avoidance...
