Estonians do it. Poles and Russians do it. President Reagan nearly did it and would have done more if Congress had let him. Germany might do it soon — well one day perhaps. Yes the flat tax is an idea whose time has come.
 
Like many such ideas (and longer enduring ideologies) it offers its supporters a subtle mix of appeals. There is self-interest (wealthy flat-taxers look forward to paying less tax just like revolutionaries looking forward to power). There is altruism (the poor will be lifted out of the tax system or capitalist oppression according...
