Mike Eland formerly a member of the Editorial Board of The Tax Journal is now Director General of Enforcement and Compliance within HMRC. And it is Mike who has written the foreword to a frankly brave independent report which has been carried out on the Customs and Excise inheritance within the new department. It is a direct response to the Butterfield Report which followed London City Bond; in particular there is a consequential anxiety not only to be as effective as possible in the public interest but also to be seen to be effective. Therefore independent consultants were asked to carry out an audit which they did between December 2004 and last February. Their report has just appeared...
