Edward Troup will take up his new role on 5 April when Dame Lin Homer retires as chief executive. Jon Thompson will join HMRC shortly.
Under the new leadership structure, Edward Troup will chair HMRC’s board and Jon Thompson will chair HMRC’s executive committee and will be the accounting officer for HMRC.
At the Public Accounts Committee evidence session on 29 February, Treasury permanent secretary Sir Nicholas Macpherson confirmed that Jon Thompson will report to Edward Troup. ‘Jon will be responsible for HMRC’s operations and transforming the organization … he will spend the money’, while ‘Edward Troup, as executive chairman, will be very concerned with the strategic policy/reputational leadership of HMRC’.
Sir Nicholas added that he expects Troup, in time, to ‘move to a more non-executive role’ and not ‘be working five days a week in this role indefinitely’.
Macpherson said that Troup’s appointment had an impact on how the role of the tax assurance commissioner will work. ‘We're going to be announcing the way forward on that in the reasonably near future, the better for you to understand precisely the decision-making processes.’
