In 2005 Dave Hartnett approached a small group of tax professionals (including myself) and various business people. He suggested that as a major review of HMRC’s powers was to begin we should form a consultative committee to provide a forum where HMRC could consult as a new framework of law and practice was developed.
It was to provide input to inform Ministers on options for how the powers review could progress. At the original meeting the idea was that the HMRC Powers Consultative Committee would probably convene a few times a year and its need would be short term. In May the Committee finally came to an end after seven years...
