Michael Jack and John Whiting have been appointed as the permanent Chair and Tax Director respectively at the Office of Tax Simplification, and will oversee the OTS’s work for the remainder of the Parliament.

Jack and Whiting were appointed on an interim basis when the OTS was established in July 2010. They were reappointed following a process of fair and open competition over the summer, HM Treasury said.

The Chair leads OTS board meetings and engagement with ministers, and the Tax Director provides ‘technical and professional leadership and guidance’ to the OTS.

‘Both positions are on a voluntary basis with expenses paid. However, an honorarium of £12,000 pa will be paid to the Tax Director in recognition of his contribution to government policy making,’ the Treasury said.

‘Perhaps the OTS’s most important achievements have been to establish our way of working and show we can make a difference,’ Whiting said.

The OTS has released details of four additional private sector recruits to work on the reviews of small business and pension taxes. They are Tony Page, a tax manager at Telefonica Europe; Geraldine Pamphlett, an HR practitioner and share plans specialist; Kelly Sizer, a Technical Officer for the Low Incomes Tax Reform Group; and Sarah Anderson, a Devon-based solicitor.
