The government has confirmed in a written
statement that draft legislation for the next Finance Bill will be
published on Tuesday 21 July 2020. The draft will ‘largely cover pre-announced
policy changes’ and will be accompanied by explanatory notes and other
supporting documentation.
This represents a return to the government’s previously
published approach set out in its new
Budget timetable and tax policy making process document from December 2017,
where the intention was to publish tax legislation in draft for consultation in
good time before introducing the Finance Bill towards the end of the calendar
year, with the resulting Finance Act receiving royal assent before the start of
the following tax year.
