Well this must be your last Budget my old friend before you move next door. So apart from telling you what you should do in your Budget (sorry I meant advising you — it's so easy to drop into the old familiarities after almost ten years of providing you with first-class gratuitous advice) I think I should also add some golden rules for your sojourn at No 10. I personally will be sad to see you move on as you have so assiduously respected my advice...
