Lords Constitution Committee warns on risks of fiscal devolution

Taking the standpoint that ‘the nations of the UK are stronger together than apart’, the report notes that successive governments have neglected to consider the cumulative impact of devolution on the UK as a whole. ‘Full fiscal autonomy for any nation or region of the United Kingdom,’ the report states, ‘would end the pooling and sharing of risks and resources that is key to the social union and that brings security to all parts of the Union.’

The committee recommends ‘that the UK government reconsider its use of the inadequate Barnett formula and establish a mechanism that takes into account the relative needs of different nations and regions in allocating funds’.
