The European Commission has published a study, Assessment of the application and the impact of the VAT exemption for importation of small consignments, to evaluate the impact of the VAT exemption on EU businesses. For each member state, the study reports on and assesses existing procedures and provides an analysis on the distortion of competition with the exemption, including an estimate of the potential VAT lost to tax authorities. Currently, the VAT directive provides a VAT exemption on the importation of small consignments below the €10–€22 threshold which is implemented by all 28 member states.
