This year's Latimer House conference (a joint event of the CIOT HM Revenue & Customs the VAT Practitioners Group and the Institute of Indirect Taxation) on 2 and 3 October was on the topical theme of 'Rights and responsibilities: A new framework?'. One of the sessions was on the reform of the tax tribunals for which the speakers were Stephen Oliver QC President of the Finance and Tax Tribunals Paul Stockton from the Department for Constitutional Affairs (DCA) and Jan Richardson from HMRC. This article reports on some of the issues discussed.
