The House of Commons has rejected the most recent changes proposed by the House of Lords to the National Insurance Contributions (Secondary Class 1 Contributions) Bill. The Lords had originally put forward an array of measures designed primarily to exempt certain sectors and smaller businesses from the increase in the secondary Class 1 rate and the reduction in the secondary threshold.
Following initial rejection of those proposals in the Commons the Lords had put forward the following four replacement amendments:
