MPs press ahead with NICs increases

The House of Commons has rejected the most recent changes proposed by the House of Lords to the National Insurance Contributions (Secondary Class 1 Contributions) Bill. The Lords had originally put forward an array of measures designed primarily to exempt certain sectors and smaller businesses from the increase in the secondary Class 1 rate and the reduction in the secondary threshold.

Following initial rejection of those proposals in the Commons the Lords had put forward the following four replacement amendments:

  • Power for the Treasury to specify categories of persons exempt from the rate increase to include care homes primary care providers dental and pharmacy services hospice and other similar and related services.
  • Power for the Treasury to exempt the same sectors from the reduction in the secondary threshold.
  • Power for the Treasury to exempt organisations with fewer than 25 full-time employees from the secondary...
