The National Audit Office has highlighted the risks to timely implementation of HMRC’s new Customs Declaration Service, which is due to replace CHIEF by January 2019. Besides the technical difficulties inherent in the project, uncertainty around the detail of any new customs arrangement following Brexit in March 2019 would leave little time to adapt the system, unless decisions are made now to accelerate work on the service.
