Exciting eventful unmissable. Not words normally associated with Gordon Brown's Budget speech and as far as National Insurance contributions are concerned this year Gordon delivered exactly what was expected. Changes to car and fuel benefits PC loans VDU eye-test vouchers and eligible childcare costs all have a NICs impact but the really interesting bits didn't really get much of a mention in the speech or the reports published afterwards so we have an opportunity to speculate about where we are headed.
