The Command Paper issued by the Department for Work and Pensions on 11 June 2003 contains a raft of reforms (see the Appendix to this article) and heralds a new environment for defined benefit occupational pension schemes. One of the measures despite being contained only in draft regulations is also effective immediately. Other changes will not take effect before April 2005.
