No sooner had the Finance Bill been published on 30 April than the Financial Secretary to the Treasury Stephen Timms was announcing amendments. He wrote in a letter reproduced on the HMRC website:

'The Finance Bill was published today and is available on HM Treasury's website with Second Reading scheduled for 6 May. The legislation in the Bill has been subject to extensive consultation over the past year and we have worked to ensure the responses are accommodated where possible and the Bill is as complete as it can be.

'I am writing to inform you of one area where we will be bringing forward amendments in Public Bill Committee following discussions with business.
