NI Assembly consults on devolution of fiscal powers

The Northern Ireland Assembly Department of Finance is consulting on recommendations made by the Independent Fiscal Commission for the devolution of fiscal powers.

The consultation asks whether the Northern Ireland Executive should be provided with more fiscal powers, similar to those in Wales and Scotland and, if so, how those powers should be exercised, which taxes should be prioritised for devolution and how those taxes might be administered. The consultation closes on 29 November 2022.

In its final report the Commission made 23 recommendations, including:

  • devolution of corporation tax (legislation having been introduced some years ago, but so far never having been brought into force);
  • full devolution of income tax rates and bands for non-savings income, as applies in Scotland, and devolution of the taxation of savings income and dividends; and
  • devolution of stamp duty land tax, landfill tax and air passenger duty, administered by a local revenue authority.
