The Office of Tax Simplification (OTS) has opened a call for evidence until 7 December 2018 on its second review of tax-related issues which cause complexity in the life of a small business. The OTS published its scoping document for the review on 26 July.

In April 2018, the first report looked at events such as raising finance at key stages for growth and disposing of a business. Following that report, the chancellor of the exchequer asked the OTS to carry out a further review. A scoping document for the second review was published on 26 July. The focus will be on smaller businesses, both unincorporated and incorporated, with a turnover of £2m or under, or fewer than 10 employees.

The second review will consider tax issues faced in the course of day-to-day operations, concentrating on the extent to which administrative complexity may contribute to compliance failures. The OTS expects to publish its report in the spring of 2019.

Respondents are invited to take part in the online survey, arrange a meeting, or submit comments by email to ots@ots.gov.uk. See https://bit.ly/2NztHom.
