The recession has hit smaller businesses very hard so their owners and managers must have been listening to what is likely to be Alistair Darling's last ever Pre-Budget Report speech with a mixture of hope and trepidation. The main focus this year was on the one-off tax to penalise banks and building societies that pay large bonuses (over £25 000) to members of their staff. Clearly this was primarily aimed at investment bankers who might expect to be carrying off the kinds of annual bonuses that are equivalent to the turnover of many small businesses.
