In Popovici v Austria (ECHR Case 49598/07) the ECHR held that the imposition of a surcharge did not involve any breach of Article 6 of the European Convention on Human Rights.
Why it matters: The ECHR had little difficulty in concluding that the imposition of a surcharge did not breach the Convention.
