Scottish government should raise awareness of devolved taxes, says CIOT

The CIOT and LITRG have responded to the Scottish Government’s call for evidence on block grant adjustments. Key points include:

  • Improving the understanding of the mechanism and calculations of the block grant adjustments among all stakeholders is less important than ensuring a wider understanding of devolved taxes in Scotland.
  • For tax advisers, professional bodies and those working in the tax or public policy arenas, a greater understanding of how the block grant adjustments work would be helpful to inform discussions with government, HMRC and Revenue Scotland.
  • Lack of awareness among the general population of both Scotland and the wider UK is concerning; the CIOT suggests that greater effort be directed towards educating Scottish taxpayers on Holyrood’s powers.

The closing date for responses to the call for evidence has been extended to midday on 26 September.
