The political debate on tax tends to focus on how much people pay. After 66 stealth tax rises since 1997 perhaps that's hardly surprising. However as readers of The Tax Journal will know better than most the tax system itself is in urgent need of reform. That is one of the reasons why Oliver Letwin MP as Shadow Chancellor has made it clear that the Conservative ambition is to reform the tax system to make it simpler fairer and lower.
