It is recognised that VAT can be a burden upon small businesses as they do not have the infrastructure of larger businesses and are less able to deal with complex VAT issues. Often the problems facing a small business are the same as those facing a large business. Customs & Excise recognise this and have recently formed a Small Business Forum with the aim of minimising compliance burdens on small businesses wherever possible. We have seen a number of changes over the years to assist small businesses: higher VAT registration thresholds special schemes (cash annual and flat rate accounting) seminars etc....
