HMRC has confirmed that the responses to the consultation generally agree that the current enquiry process should be improved in terms of being able to close settled aspects of enquiries. HMRC has announced that it intends to introduce a partial closure provision and will publish a small number of alternative models for consultation in order to identity the optimum model.

HMRC aims to bring forward legislation in Finance Bill 2016, however, due to the differing views of respondents and the time required for further consultation the legislation may be deferred until Finance Bill 2017.
