A very cloudy outlook for the public finances

The indications are that Britain’s public finances are deteriorating in the wake of the Brexit vote. The question is how the new chancellor, Philip Hammond, responds, David Smith writes.

Since I last wrote for Tax Journal a couple of months ago. We now have a new prime minister (back then David Cameron had announced his intention to step down but Theresa May’s coronation had not yet happened). We have a new chancellor; one of May’s earliest acts was to dispense with the services of George Osborne and appoint Philip Hammond in his place.
 
And we have had an intense debate about the impact of the Brexit vote on the economy. That impact will of course play out over many months and years. We will not have the first reading for gross domestic product in the third quarter until late...
