Welsh draft Budget 2023/24

The Welsh rate of income tax will remain unchanged. Landfill disposals tax rates will increase in line with the rest of the UK. No revisions are proposed to land transaction tax following the October 2022 changes.

The Welsh government has published its draft Budget for 2023/24. The key tax announcements include:

  • Welsh rate of income tax: this will remain at 10%, retaining parity on total income tax paid between English and Welsh taxpayers;
  • Land transaction tax: no further changes are proposed. In light of the UK government changes to SDLT announced as part of the mini-budget in September 2022, and to prevent uncertainty, land transaction tax changes were brought forward to take effect from 10 October 2022
  • Landfill disposals tax: rates will be increased in line with inflation, with effect from 1 April 2023. The Landfill Disposals Tax (Tax Rates) (Wales) (Amendment) Regulations, SI 2022/1316, set the standard rate at £102.10 per tonne, the lower rate at £3.25, and the unauthorised disposals rate at £153.15.
