The multilateral system of international trade as administered by the World Trade Organisation is no nearer resolving the negotiations for a new round which stalled in Cancun last autumn. At the heart of the impasse is the refusal of the developed states to give way on the vexed issue of agricultural subsidies. The third world continues to maintain that this subsidisation destroys its own farming efforts due to the dumping of subsidised cotton milk power and so on. At the same time the advanced world excludes third-world products to a large extent by the imposition of high tariff walls.
