The PBR contained relatively little in terms of immediate change or new legislation in the areas of compliance investigations and tax disputes but what it lacked in terms of immediate change it more than made up for it in terms of the next tranche of consultations and proposals. The 'concept' — for that is what it has become — of 'modernising powers deterrents and safeguards' is increasingly beginning to resemble a Soviet-style 'Five Year Plan' in the sense both of the length of time it seems to have been going on and because of its seemingly endless barrage of initiatives and proposals.
