Items to note from HMRC’s latest update include:

  • Horizon Shortfall Scheme top-up payments: a reminder that, where top-up payments are not made ‘in good time’ for the recipient to file a self-assessment tax return by 31 January 2024, no late-filing or late-payment penalties (or interest) will be charged;
  • repayment agent registration: a reminder about changes made to form P87 and the married allowance transfer claim form and that, from 26 February 2024, all agents submitting the forms on behalf of clients must use the new form;
  • Scottish income tax from 6 April 2024: following discussion with providers, HMRC expects payroll software products to be updated to reflect the new Scottish income tax band structure (including the new advanced rate band) from the start of 2024/25;
  • new NICs tool for employees: HMRC have released a new online tool to estimate how individuals are affected by the Class 1 rate change from 6 January 2024; and
  • Forthcoming R&D tax changes: HMRC have provided a high-level summary of the 1 April 2024 regime, as set out in Finance Bill 2024 and also highlight the restrictions on payments to nominees.
